Emergency Housing Relief
In response to the widespread damage to housing caused by Hurricane Helene, the Georgia Housing and Finance Authority (GHFA) / Georgia Department of Community Affairs (DCA) will allow LIHTC properties to provide temporary emergency housing for displaced individuals, as outlined in the Notification to Provide Emergency Housing Relief.

The LIHTC & HOME Compliance Manual, featuring revisions from recent regulatory changes and updates from external partner feedback submitted, has been published on the DCA website effective March 11, 2024! Get the new manual.

NSPIRE Update
The Office of Portfolio Management has scheduled the rollout of NSPIRE in a test environment by the end of March. Plans foresee the live environment being operational from April to June. Consequently, OPM anticipates maintaining UPCS operations until at least July. There is potential for running UPCS and NSPIRE concurrently during the months of April through June to ensure NSPIRE goes live on July 1, 2024.
HOTMA Update
As of January 1st, 2024, the Housing Opportunities Through Modernization Act (HOTMA) of 2016 is effective for all rental properties within the DCA Office of Portfolio Management portfolio. However, the compliance date for implementation will be no later than January 1, 2025. This delay allows property managers and management companies additional time to update systems (i.e., software, staff, forms, etc.) for this upcoming implementation. Property managers/management companies will not be penalized for HOTMA-related errors until the compliance deadline of January 1, 2025.

Office of Portfolio Management Fees
DCA has published compliance monitoring, asset management, and portfolio fees for all current and future properties in DCA/GHFA's portfolio, effective March 15, 2024. Review the fees.
Management Company Approval Policy
After reviewing all submitted comments, the Office of Portfolio Management has issued the final Management Company Approval policy. Please review the policy in the DCA LIHTC & HOME Compliance Manual . The effective date of the policy is January 15, 2021. Thank you to all who provided feedback.
Additional Information - Effective Immediately
For 100% LIHTC properties only - recertifications will no longer require a TIC, or a Self-Certification Form - only the Student Status and VAWA.
For 100% LIHTC properties only - no "waiver" or "approval" is required to be granted or provided by DCA to allow properties to begin the self-certification process implementing only the Student Status form and the VAWA form(s).
