Project Based Voucher Program
The Georgia Department of Community Affairs (DCA) administers project-based vouchers (PBVs) in 149 counties in which it operates the Housing Choice Voucher (HCV) program and in other areas where it has agreements with a local housing authority. As of March 7, 2024, DCA currently has partnership agreements to administer PBVs in the following housing authority jurisdictions:
- Albany
- Atlanta
- Augusta (Richmond)
- Brunswick (Glynn)
- DeKalb
- East Point
- Fairburn
- Macon (Bibb)
- Marietta (Cobb)
- Savannah (Chatham)
Additional partnerships may be added. To confirm whether DCA has a partnership with a specific PBV administering public housing authority, please contact [email protected].
Request for Proposals
Project-based vouchers (PBVs) are a component of a public housing agency’s (PHA’s) Housing Choice Voucher (HCV) program. PHAs are not allocated additional funding for PBV units; the PHA uses its tenant-based voucher funding to allocate project-based units to a property.
The Georgia Department of Community Affairs (DCA) requests proposals from developers for the Project-Based Voucher (PBV) Program.

Application Deadlines and Events
- Existing properties must submit their application by April 18, 2025 at 5 PM.
- New construction properties must submit their applications by March 31, 2025 at 5 PM.
Note: Participation in the PBV program requires compliance with Fair Housing and Equal Opportunity (FHEO) requirements.
DCA will host an information session for interested applicants on Wednesday, February 26th at 11 AM.
