Family Self Sufficiency Program 

DCA's Family Self Sufficiency (FSS) program provides Housing Choice Voucher families who are unemployed or underemployed with opportunities for education, job training, counseling and other supportive services to obtain employment that will allow them to achieve independence and economic self sufficiency.

Two key features of the FSS program are the Individual Training and Service Plan and the establishment of an escrow account to hold funds on the family's behalf. The amount credited to the account is based on increases in earned income and families are eligible to receive escrow funds when they fulfill specific conditions outlined in their Contract of Participation. A coordinator in each regional office works with families to identify specific support services, goals, timetables and activities the family will perform for successful completion of their contract.

Measurements achieved through the FSS program are the result of ongoing partnerships between DCA and private and public service agencies. Coordination of services guarantees that families are exposed to a full array of benefits without unnecessary duplication.

The FSS Program operates in a limited number of areas.

  • On Tuesday & Thursday, a Housing Specialist will be available to meet with you to discuss your housing assistance.

Foster Youth to Independence Program

If you are between the ages of 18 and 24 and have left foster care or will leave foster care within 90 days, and are homeless or at risk of becoming homeless, you may qualify for a Foster Youth to Independence (FYI) voucher. To self-refer to the FYI voucher program, visit the Special Needs Housing section of this website and submit your application. 

Georgia Housing Voucher Program

If you are living with Severe and Persistent Mental Illness and meet certain other criteria, you may be referred for the Georgia Housing Voucher Program by a local provider. Please contact your local community service board for more information. More information about the program can be found on the Department of Behavioral Health and Developmental Disabilities website.

Homeownership Voucher Program

The Housing Choice Voucher homeownership program is designed to expand homeownership opportunities to eligible families by allowing assistance payments to be counted as income when a family is applying for a mortgage loan from a participating lender.  

Project Based Voucher Program

If you qualify for the regular Housing Choice Voucher program, you may also qualify for a Project-Based Voucher (PBV). The PBV program enables DCA to provide assistance to eligible families, including but not limited to the elderly and persons with disabilities, who use a voucher that is attached to an affordable safe decent rental unit. You may view the list of PBV properties currently with open waitlists and apply directly to each property. 

Stability Voucher Program

If you live in one of the 11 eligible counties in Georgia, you may be referred to the Stability Voucher (SV) program. SV is a partnership with local Continuum's of Care and/or Victim Service Providers to assist households experiencing or at risk of homelessness, those fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, human trafficking, and veterans and families that include a veteran family member that meets one of the proceeding criteria. To be referred to a Stability Voucher, you may receive a referral from:

  • Union Mission for Bulloch County
  • Advocates for Children for Gordon County
  • Safe Harbor for Wayne, Long, Appling, Jeff Davis, Calhoun, Decatur, Early, Seminole, Miller Counties

Veterans Affairs Supportive Housing Program

If you are a veteran experiencing homelessness, you must contact your Veterans Affairs (VA) office to be referred for a Veteran Affairs Supportive Housing voucher. To find your local VA office, please visit the U.S. Department of Veterans Affairs website.
