Community Housing Development Organization (CHDO)
A Community Housing Development Organization (CHDO) is a special type of non-profit housing designation under the U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnership (HOME) Program created by the Cranston-Gonzalez 1990 National Affordable Housing Act.
The purpose of the HOME program is to develop and manage affordable housing.
In the past, HUD required organizations to be certified CHDOs to be eligible for a set aside of 15% of the State's annual HUD HOME funds to build affordable housing. Since 2013, HUD changed the rules so that CHDOs did not need to be certified before applying but would still get an opportunity to receive those set-aside funds if they met the CHDO criteria in the link below. Since 2018, HUD has waived the set-aside requirement altogether so the State is not currently assessing CHDO status of nonprofit organizations as part of our funding selection criteria.
