CoC Builds Permanent Supportive Housing Development FY 2026 NOFO

On June 23, 2026, HUD released the Continuum of Care Builds (CoC Builds) Notice of Funding Opportunity (NOFO). This NOFO targets efforts within CoC geographic areas to address and reduce persons experiencing homelessness by adding new units of permanent supportive housing (PSH) through new construction, acquisition, or rehabilitation through one-time CoCBuilds awards under the CoC Program. Applications must be completed by an eligible applicant and submitted by a CoC Collaborative Applicant

  • Purpose: Funding for new construction, acquisition, or rehabilitation of permanent supportive housing. Through one-time awards under the CoC program, this NOFO will enable communities to develop new units of rental housing with supportive services for people experiencing homelessness. 

Available Funds

  • Approximately $100M is available. Of this amount, $35M is set aside for states with populations of fewer than 2.5M people. 
  • Each CoC may only apply for 1 project.  
  • The maximum award amount for each CoC is based on the CoC’s FPRN. FPRN is the higher of the CoC’s Preliminary Pro-Rate Need (PPRN) or Annual Renewal Demand (ARD). GA-501 FPRN $36,855,799.

Funding Details

  • No more than 20% of each award may be used for eligible CoC Program activities outside of construction, acquisition, and rehabilitation (e.g., supportive services, project-based rental assistance, operating costs).  
  • No more than 10% of an award may be used for project administration.  
  • Selected projects must provide proof of site control prior to execution of the grant agreement; and execute the grant agreement with HUD no later than 9/1/25. Grant terms may be two, three, four, or five years.  
  • Applicants must be for proposed developments within the Georgia Balance of State Continuum of Care geography. 

Applications

  • Applications are to be completed in e-snaps by the organization that will administer the funds by the deadline(s) below.  
  • The application may include one or more subrecipients. Collaborative efforts are encouraged.  
  • The CoC’s Collaborative Applicant must submit the selected project application to HUD in e-snaps 
  • Number of applications permitted by CoC: 1 application  
  • Applicants should carefully review the CoC Builds NOFO application and submission requirements. 

Application Process 

  • The Georgia Balance of State CoC is accepting applications from eligible applicants who: 
    • Have been awarded Low Income Housing Tax Credits in the 2024 9% round or later, AND have committed reserving at least 10% of units for Supportive Housing; or, 
    • Have applied in the 2026 9% Low Income Housing Tax Credit round and have committed to reserving at least 10% of units for Supportive Housing   
  • All eligible applicants must: 
    • Have a letter of support from, or and executed MOU with, the Balance of State CoC for referrals 
    • Be able to incorporate any award from this NOFO into the development’s funding sources 
  • Application and applicable attachments will be submitted in e-snaps by July 10th 3:00 PM 
  • Selected Applicant will need to complete corrections in e-snaps by July 21st by 3:00 PM  

Deadlines:  

  • Full application due to CoC in e-snaps: July 10, 2026 by 3:00 p.m.  
  • Corrections in e-snaps: July 21, 2026 by 3:00 p.m.  
  • CoC submits selected  application to HUD: July 23, 2026, by 3:00 p.m.
