About the HOME American Rescue Plan Program

The HOME American Rescue Plan (HOME-ARP) was established under the American Rescue Plan Act of 2021 to assist individuals and households who are homeless, at risk of homelessness, or part of other vulnerable populations.  Housing, rental assistance, supportive services, and non-congregate shelter funds are granted to agencies and organizations to promote housing stability nationwide. These grant funds are administered through HUD’s HOME Investment Partnerships Program (“HOME”).  

The Georgia Department of Community Affairs (“DCA”) was granted over $85 million to be expended by September 2030 to assist those Qualifying Populations (“QPs”) with eligible HOME-ARP activities to help increase housing support across the state. 

HOME-ARP funds are a one-time allocation from the U.S. Department of Housing and Urban Development (HUD).  The State of Georgia has decided to award tax credit property and non-congregate shelter developments and local service providers (“Subgrantees”) with HOME-ARP Fund to serve the four designated Qualifying Populations (QPs).
