About Fiscal Notes

The Department of Community Affairs is required to create Fiscal Notes under two circumstances:

  1. Legislation that has state agency financial impact that affects the Department of Community Affairs.
    1. Must be submitted to DCA either through the Office of Planning and Budget (OPB) or the Department of Audits and Accounts (DOAA)
    2. Required by O.C.G.A. § 28-5-42.
  2.  Assessing the cost of legislation that has local political subdivision financial impact.
    1. This is the direct responsibility of the Department of Community Affairs.
    2. A fiscal note is required for any bill or joint resolution where the expenditure exceeds $5 million of public funds by a local political subdivision but may be waived by the committee where the bill is assigned.
    3. Required by O.C.G.A. § 28-5-47
