2023 Homeowner Rehabilitation and Reconstruction

In 2023, the U.S. Department of Housing and Urban Development (HUD) awarded the State of Georgia $12,595,000 in Community Development Block Grant - Disaster Recovery (CDBG-DR) funds to address the unmet needs of areas impacted by the January 2023 tornados. Following this award, an additional $9,346,000 in CDBG-DR funds was granted to Georgia in 2025 for this same purpose. 

A portion of these funds have been allocated by the state to the Homeowner Rehabilitation and Reconstruction Program (HRRP) to aid homeowners in affected areas with the restoration of their storm-damaged homes. 

This program is designed to provide safe, secure, and disaster-resistant housing for residents impacted by the January 2023 tornado events which are critical to the long-term recovery strategies of the communities identified as Most Impacted and Distressed (MID).  It will address rehabilitation, reconstruction, replacement, and/or elevation of existing or destroyed housing units.  The program is available to single-family homeowners who owned the property at the time of the disaster and were using the home as their primary residence. 

Residents residing in the following counties may be eligible for assistance: Spalding, Butts, Henry, Jasper, Meriwether, Newton, and Troup County.

The HRRP Pre-Application Survey is now available below and open for submissions.  Completing the survey will help determine an applicant’s potential eligibility for assistance.
