Participant Shortfall Notice

Effective June 23, 2025

Program Update: Due to current funding limitations, the Georgia Department of Community Affairs (DCA) is implementing temporary restrictions on voluntary moves and outgoing portability. These steps are necessary to help ensure the HCV program remains financially sustainable.

 

Moves to Higher Cost Unit Within DCA

  • DCA may deny voluntary move requests to units within its service area if the new unit would increase your Housing Assistance Payment (HAP), unless verified exception criteria are met.
  • Even when program requirements are met, higher costs strain available funding, so these requests may not be approved at this time.
     

PBV Resident Mobility Update

  • PBV participants must reside in a DCA PBV unit for at least one year and be in good standing with their lease to be eligible for a tenant based voucher.
  • However, due to the current funding limitations, eligible participants will be placed on the HCV Choice Mobility Waiting List for future considerations when funding becomes available.

     

Port-Out Requests to Higher-Cost PHAs

At this time, all portability requests to higher-cost housing authorities are suspending, unless they meet verified exception criteria.

A port-out request may be approved if the receiving housing authority confirms in writing that they are willing to absorb the voucher.

If the receiving agency cannot or will not absorb the costs, DCA cannot approve the request at this time.

 

Next Steps

  • Do not give notice to your landlord without written approval from DCA
  • Submit documentation early if you believe you qualify for an exception
