Atlanta, GA. (February 2, 2026) – The Department of Community Affairs (DCA) announced today that Kimberly Carter will become the agency’s Deputy Commissioner for Community Development and Finance.  

“After many years in progressive leadership positions across every aspect of community development, I am thrilled to welcome Kimberly Carter to DCA’s executive team,” said Commissioner Christopher Nunn.  “Her experience will be crucial for Georgia communities as they seek assistance in their development strategies.”  

Kimberly is a seasoned public-sector leader and is widely recognized for her strengths in regulatory compliance, process improvement, strategic planning, and cross-agency collaboration, as well as her ability to lead diverse teams and communicate effectively with stakeholders at all levels.  

Prior to her appointment as Deputy Commissioner, Carter served in multiple senior leadership roles at DCA, her most recent role being Division Director of Community Finance. Other DCA roles include Director of the Office of Community Development and Director of the Office of State Economic Development. Throughout her career with DCA, Carter has overseen tens of millions of dollars annually in federal and state funding and managed discretionary economic development programs such OneGeorgia, REBA, and various downtown revitalization initiatives.

Carter holds a Bachelor of Business Administration in Management Information Systems from The University of Georgia and is an Economic Development Finance Professional (EDFP) through the National Development Council. Her professional affiliations include the Council of State Community Development Agencies, the Georgia Economic Developers Association, and the Georgia Downtown Association.
