Atlanta, GA. (October 31, 2025) – The Department of Community Affairs (DCA) announced today that Maureen Freehill will join the agency as Deputy Commissioner for Housing Assistance and Development.  

“I am thrilled to welcome Maureen Freehill to DCA’s leadership team,” said Commissioner Christopher Nunn.  “Her experience will help DCA continue to innovate to address our state’s housing needs.”

An Atlanta resident since 2012, Freehill has dedicated her professional life to helping others achieve economic independence and homeownership. She joins DCA with a keen understanding of housing policy and its impact on individuals, families, and communities.

Most recently, she served as the Director of Affordable Housing with National Church Residences.  In this role, she has developed first-hand experience of leveraging public and private partnerships to provide enriched housing opportunities for independent seniors.  

Freehill’s career in affordable housing spans two decades, beginning as a Housing Choice Voucher caseworker in New York’s Hudson Valley. From there, she started Rural Ulster Preservation Company’s scattered site supportive housing program, renovating their Family Self-Sufficiency Program. In that role, she also led the organization’s Neighborworks homeownership center, which provided counseling to first time homebuyers as well as foreclosure education and rehabilitation funding.

Following her work in Hudson Valley, Freehill served as a Special Needs Housing Policy Analyst for New York State Homes and Community Renewal. Here, she was instrumental in generating the Nursing Home Transition and Diversion Housing Subsidy Program, which earned the 2009 National Council of State Housing Authorities award for innovation in special needs housing.

Freehill is a graduate of SUNY New Paltz and the Urban Land Institute (ULI) Center for Leadership Class of 2022. She was also selected as a member of the 2024 ULI Health Leaders cohort. She currently serves as President of the Atlanta Women’s Affordable Housing Network and was recognized as the 2025 HouseATL Housing Preservation Leader.  

Freehill begins her role as DCA’s Deputy Commissioner of Housing Assistance and Development on November 3, 2025.
