Stable Housing Accountability Program

The State of Georgia through the State Housing Trust Fund Commission for the Homeless releases this public Notice of Funding Availability (NOFA) for funding available statewide for qualified sponsors to operate a stable housing accountability program meeting the conditions outlined in Official Code of Georgia Annotated § 8-3-301, § 8-3-310, and § 8-3-311. Stable housing accountability program funds will be awarded on a competitive basis to qualified sponsors who demonstrate an ability to provide voluntary, immediate, stable housing and support services to program participants. The purpose of this NOFA Overview is to outline the criteria for awarding the funding and identify the eligible services that must be provided by any qualified sponsor seeking funding for a qualified stable housing accountability program.  

A copy of the Stable Housing Accountability NOFA, the application package, and other related materials will be available on the Department of Community Affairs’ Stable Housing Accountability Program webpage.

  • Purpose: The State of Georgia has made funding available statewide for qualified sponsors to operate a stable housing accountability program meeting the conditions outlined in Official Code of Georgia Annotated § 8-3-301, § 8-3-310, and§ 8-3-311. Stable housing accountability program funds will be awarded on a competitive basis to qualified sponsors that demonstrate an ability to provide voluntary, immediate, and stable housing to program participants. The purpose of this NOFA is to outline the criteria for awarding the funding and identify the eligible services that must be provided by any qualified sponsor seeking funding for a qualified stable housing accountability program.
  • Available Funds for Existing Award Recipients: Approximately eight hundred and fifty thousand dollars ($850,000.00) is available for existing award recipients to renew awards if they meet performance criteria for the past performance cycle (more details below). If existing award recipients do not renew awards, the remaining funding will be awarded to new award recipients.
  • Available Funds for new Awards: Approximately six hundred and thirty-seven dollars ($637,500.00) is available for new programming for the 2026 funding opportunity. The minimum funding awarded will be $50,000 and the maximum will be $637,500.00. The number of new awards will be determined based upon the quality and quantity of applications received and scores received per the rating criteria outlined in the application.
  • Grant Funding Limitations: This funding opportunity is subject to annual state funding availability. The Commission reserves the right to fund, in whole or in part, any, all, or none of the applications submitted in response to this NOFA
  • SAVE Requirement: Grant recipients must ensure that all persons receiving federally-sponsored benefits are registered through the Systematic Alien Verification for Entitlements (SAVE), or an equivalent verification system approved by the federal government, to prevent any Federal public benefit from being provided to an “ineligible alien” who entered the United States illegally or is otherwise unlawfully present in the United States.
  • Matching Funding Requirement: Applicants are expected to leverage their own or other available money or in-kind services for the benefit of the proposed stable housing accountability program. The match requirement for any funds awarded
    will be ten percent (10%) of the total grant award and the match requirement may be met using the Applicant’s own funding, other available funding or in-kind services. The level of availability to provide match funding will factor into an
    application’s overall competitiveness.
  • Eligible Applicants/Qualified Sponsors: Non-profit and for-profit organizations and local government entities who are sponsoring residential housing projects or stable housing accountability programs as defined in Official Code of Georgia Annotated § 8-3-301 (5).
  • Minimum Threshold Requirements to Apply for Funding: The following minimum threshold requirements must be met by an eligible applicant before for an application can be reviewed and scored:
    • Be a registered business entity with the Georgia Secretary of State in active compliance
    • Have an active Employer Identification Number (EIN) with the Internal Revenue Service
    • Be in active compliance with all tax obligations with the Georgia Department of Revenue and the Internal Revenue Service
    • Must not be listed on the Georgia Debarment List
    • Meet the minimum standards for stable housing accountability programs as outlined in O.C.G.A. § 8-3-311 (d) (2024)
  • Minimum Requirements for Certification as a Stable Housing Accountability Program: The below requirements are required to be certified as a stable housing accountability program for purposes of this funding opportunity:
    • Proof of clean and livable residential facilities for program participants
    • Ability to provide voluntary, immediate, and stable housing to program participants
    • Limit the length of total residence for any person to eighteen (18) months or whenever the tenant who was the qualifying resident is able to obtain or is offered affordable housing, whichever is earlier
    • Ability to require qualifying participants:
      • To show proof of U.S. citizenship and execute an affidavit verifying continuous residency in this state for the previous twelve (12) months
      • To participate in free and relevant job training and educational opportunities until such resident obtains stable employment
      • To engage in an active search and apply for stable employment
      • To obtain stable employment and to maintain such employment status as long as stable employment is available to them To participate in counseling, mental health care, and substance abuse treatment programs, as necessary
      • To submit to regular drug and alcohol testing
      • To abstain from criminal activity
      • For those qualifying residents who have minor children, ensure that the minor children receive adequate nutrition, health care, and education
      • To submit to regular review of compliance with applicable terms and conditions of the stable housing accountability program
    • Agree to require residents to be removed from the program if they fail to meet specified accountability measures, including sustaining an honest, good-faith effort to achieve or maintain sobriety from drugs and alcohol
    • Agree to submit to compliance requirements of the State Housing Trust Fund for the Homeless Commission as outlined in O.C.G.A. § 8-3-311
    • Provide an application that demonstrates how the funds will be used for activities that will result in a stable housing accountability program and the applicant’s ability to offer supportive services and housing for qualifying residents as outlined in outlined in Official Code of Georgia Annotated § 8-3-311

Funding Details

  • This opportunity is intended to provide funding to non-profit, for-profit and governmental entities who operate a program designed to provide voluntary, immediate and stable housing to program participants for no longer than eighteen (18) months or whenever the participant is able to obtain or is offered stable affordable housing, whichever occurs first.
  • The applicant must demonstrate that the stable housing accountability program for which it is seeking funding can provide the following services:
    • Ongoing assistance to each participant for obtaining long-term affordable housing
    • Access to counseling, mental health care, and substance abuse treatment programs for all program participants including the ability to submit to regular drug and alcohol testing and the ability for the program participants to sustain an honest, good-faith effort to achieve or maintain sobriety from drugs and alcohol and abstain from criminal activity
    • Assurance that any minor children in the program receives adequate nutrition, health care and education
    • Conduct regular inspections of common areas and residential units occupied by program participants
    • Establish proof of U.S. citizenship and continuous residency in the state for the previous twelve (12) months
    • Access to free and relevant job training, job search and educational opportunities until stable employment is obtained by program participants
    • Submit to compliance requirements of the State Housing Trust Fund for the Homeless Commission as outlined in O.C.G.A. § 8-3-311.
  • Each applicant must provide an application that demonstrates how the funds will be used for activities that will result in a stable housing accountability program and the applicant’s ability to offer supportive services and housing for qualifying residents as outlined in outlined in Official Code of Georgia Annotated § 8-3-311.
  • This funding opportunity is subject to annual state funding availability. Eligible Services

SHAP funds may be used for the following services:

  • Case Management and Ongoing Assistance to Obtain Affordable Housing
    • Costs associated with assessing housing and support service needs and the coordinating and monitoring the delivery of individualized services to meet the needs of program participants.
  • Supportive Services
    • Costs associated with like skills training to include household management skills, personal care classes and financial literacy classes. Note: Job training and educational opportunities are not reimbursable expenses.
  • Emergency Shelter
    • Cost of providing essential services to homeless families and individuals in emergency shelters and operating emergency shelters.
  • Long-Term Shelter/Residential Operations
    • Costs of maintenance, rent, security, fuel, equipment, insurance, utilities, food, furnishings, and supplies necessary for the operation of a shelter or residential facility. Note: Tips for delivery services and late rent fees are not reimbursable expenses.
  • Transportation
    • Transportation costs of a participant’s travel to and from medical care, employment, childcare or other eligible essential services facilities via public transportation, Uber, Lyft or other rideshare services, or based upon documented mileage (not to exceed the U.S. government rate per mile) if the participant is transported in a vehicle owned or leased by the Applicant. Note: Tips for transportation services are not reimbursable expenses.
  • Nutrition
    • Food costs for program participants under the age of 18 experiencing food insecurity not to exceed $200 per month per child in the household.
  • Childcare
    • Childcare costs for participants under the age of 18, including providing meals and snacks, not to exceed $200 per week. The childcare center must be licensed through the Georgia Department of Early Care and Learning for its cost to be eligible.
  • Mental Health Services
    • Costs for direct outpatient or inpatient treatment by licensed professionals of mental health conditions including crisis interventions, individual, family, or group therapy sessions and the prescription of medications.
    • Cost of certified peer specialist to provide individual or group sessions to provide ongoing support to individuals and their families receiving mental health recovery support and services.
  • Substance Abuse Treatment Services
    • Costs for outpatient services or inpatient services designed to prevent, reduce, eliminate, or deter relapse of substance abuse or addictive behaviors provided by licensed or certified professionals including client intake assessments, group and individual counseling and drug testing.
    • Cost of certified peer specialist to provide individual or group sessions to provide ongoing support to individuals and their families receiving substance abuse recovery support and services.
  • Capital Rehabilitation Services
    • Cost of capital rehabilitation services include significant upgrades, repairs, or additions to a property designed to extend its useful life. The capital rehabilitation services contemplated in this funding opportunity are those improvements that typically involve substantial investment and are not considered regular maintenance or repairs.
    • Examples of capital rehabilitation services, include but not limited to:
      • Building Renovations: Major structural upgrades such as replacing the roof, foundation repairs, or adding a new wing to a building.
      • Electrical System Upgrade: Installing a new electrical system or upgrading an old one, such as replacing outdated wiring to meet modern safety codes.
      • HVAC System Replacement: Replacing an old heating, ventilation, and air conditioning system with a more efficient one.
      • Energy Efficiency Improvements: Installing solar panels, energy efficient windows, or a high-efficiency heating and cooling system.
      • Renovating Office Spaces: Major improvements like remodeling offices, adding meeting rooms, or installing ergonomic workspaces and other amenities.
      • Utility Upgrades: Installing new water, sewer, or gas lines, or upgrading the capacity of existing utility infrastructure.
      • Kitchen and Bathroom Remodels: Upgrading kitchens or bathrooms with modern fixtures, cabinets, and appliances.
      • New Windows and Doors: Replacing old windows and doors with energy-efficient options to enhance aesthetics and lower utility costs.
      • Building an Addition: Adding extra rooms to increase the livable space.

Rating Factors (New Applicants):

  • Application Rate Criteria:
    • SHTF wants to ensure that the funding received is used in the most effective way possible to help organizations provide critical services to homeless individuals and families in the State of Georgia. To achieve this goal, funds awarded will be based on points awarded from various scoring criteria. The application is based on a 100-point scale and has a minimum score threshold of 85 points to be considered for the awarding of funding to the extent that funding is available.
    • Scoring: The application is based on a 100-point scale and has a minimum score threshold of 85 points to be considered for the awarding of funding to the extent that funding is available. Applications scoring under the threshold score will not be considered for the awarding of funding.

        • Applicant met minimum threshold requirements as outlined in the grant application to apply for funding.
        • Applicant completed the entire application and submitted all required documents.
        • The description of the proposed project is clearly outlined and described in the project narrative.
      • Affordable Housing Experience:(10 points)
        • Applicant provided description of organizational experience and stability in the provision of housing services.
        • A description of the Applicant’s experience, capacity and stability in the provision of housing services for the proposed program participants.
        • Information regarding how the Applicant has experience in leveraging resources like the funds being proposed in the current stable housing accountability project.
        • A description of how the Applicant has the ability to meet the stable housing accountability program requirements and grant contract deliverables.
      • Project Design and Implementation Schedule (70 points)
        • Applicants must provide a detailed project design using the Project Design Template. (3 points)
        • The project design details must include the following:
          • Program Goals and Objectives (10 points)
            • Description of Program Goals and Objectives
            • Describe the extent to which the project serves the homeless population
            • Provide a visual representation of how program activities are expected to lead to desired outcomes and certification of a stable housing accountability program
          • Target Population (5 points)
            • Provide an estimate of the total number of participants who are likely to receive assistance from the proposed project
            • Detailed description of the intended beneficiaries of the stable housing accountability program and the need for the project and population to be served
            • Demographics, needs, and characteristics relevant to SHAP
          • Program Components and Activities (20 Points)
            • Provide specific strategies to achieve program objectives
            • Provide specific details on meeting the minimum requirements for certification as a stable housing accountability program:
              • Proof of clean and livable residential facilities for program participants including a detailed description of the residential units and locations that will be used for participants who are enrolled in the proposed program
              • Ability to provide voluntary, immediate, and stable housing to program participants
              • Detailed description on how the applicant can provide access to voluntary, immediate, and stable housing to be provided to program applicants.
              • Limit the length of total residence for any person to 18 months or whenever the tenant who was the qualifying resident is able to obtain or is offered affordable housing, whichever is earlier
                • Describe how the Applicant will monitor and limit voluntary, immediate, and stable housing to participants for no longer than 18 months or whenever the participant is able to obtain or is offered stable affordable housing, whichever occurs first
                • Provide detailed description on how the applicant will assist participants in obtaining affordable housing
            • Ability to require qualifying participants:
              • To show proof of U.S. citizenship and execute an affidavit verifying continuous residency in this state for the previous 12 months

            • Provide an application that demonstrates how the funds will be used for activities that will result in a stable housing accountability program and the applicant’s ability to offer supportive services and housing for qualifying residents as outlined in outlined in Official Code of Georgia Annotated § 8-3-311.
            • Provide the delivery methods, format, and schedule for  your stable housing accountability program including all supportive services that will be provided to participants as well as any partnerships that will be required to provide these supportive services
            • If seeking funding to use for capital improvements, provide a narrative on how these improvements will benefit participants in the stable housing accountability program
            • For transportation services, include a narrative that demonstrates the need and quality of the transportation services being provided
        • Implementation Plan (10 points)
          • Give detailed plan for executing the program, including timelines, roles, responsibilities, and resource
            allocation. A schedule must be included that outlines start date of project, timeline for resources to be
            procured and date in which participants can start receiving all services to include housing
          • Include a list and description of entities/3rd party providers (if applicable) who will be responsible for implementing the activities being carried out for the entire term of the contract
          • Provide detailed description on capacity, staffing, and match levels are sufficient to show the ability to support
            the Applicant’s ability to serve the number of projected program participants and adequately address their
            housing and support service needs
          • Provide strategies for engagement of program participants
        • Procurement (4 points)
          • Provided detailed information that demonstrates the outside resources can be procured for proposed project, including the value and quantity of the applicant’s contribution (cash and in -kind)
        • Match Resources (5 points)
          • Provide a description demonstrating how match resources benefit program participants Applicant can demonstrate its ability to leverage the organization’s own funding or other available funding or in-kind services for the benefit of the proposed program

  • Ability to be recommended to State Housing Trust Fund for the Homeless Commission for certification as a Stable Housing Accountability Program: Applicants who score 85 or higher will move to the second round of the competitive process. A site visit will be conducted by a member of the Stable Housing Accountability Program to determine if applicants can be recommended to the SHTF Commission for certification as a Stable Housing Accountability Program. Applicants will receive email notification to set up a date and time for a site visit. Those applicants who are deemed fit to be recommended will be considered and final determination will be made regarding who will receive funding.
  • Ability to Meet Match Requirement: The match requirement for any funds awarded will be 10% of the total grant award and the match requirement may be met using the Applicant’s own funding, other available funding or in -kind services. Applicants are expected to leverage their own or other available money or in-kind services for the benefit of the proposed stable housing accountability program. The level of availability to provide match funding will factor into an application’s overall competitiveness.
  • Standard Criteria:
    • Applications may be automatically returned or denied for funding without being
      scored due to the following:
    • Application deadline is missed
    • Application is substantially incomplete
    • Applicant is ineligible
    • Applicant is serving an ineligible population
    • Insufficient or ineligible match amount or source
    • Inability to service the intended population

Application Procedures for New Applicants

  1. All Applicants are required to complete and submit a Stable Housing Accountability Program (SHAP) application through the eCivis portal by the due date. Instructions for registering and accessing the eCivis portal to submit applications can be found here: New Applicant Application
  2. Each application will be reviewed for completeness and to confirm eligibility.
  3. Applications will be vetted and competitively scored.
  4. Those applications that receive a threshold score of 85 or higher will receive notification of moving to the second round of the competitive process and a site visit will be conducted.
  5. Applicants will receive notification of the date and time of site visit if threshold score is met.
  6. Site Visits will be conducted to determine if applicants are fit to be recommended to the SHTF Commission to certify applicant as a Stable Housing Accountability Program.
  7. Recommended applications will be considered and a final determination will be made for all application awards in January 2026.
  8. The application link on eCivis will go live on Monday September 29, 2025, at 3:00 p.m.

Applicants are strongly encouraged to regularly check the Updates to the Notice of Funding Availability and the Frequently Asked Questions sections of the SHAP webpage prior to the deadline to ensure that any required updates are included in the final application package.

Components of Application (New Applications)

  • Online Application in eCivis Portal
  • Project Design: Applicant must complete a Project Design using the Project Design Template. The maximum length for the project design is 15 pages, and it should be double-spaced and submitted in12-point (minimum) Arial font with at least one-inch margins on all sides and the maximum length for the project design does not include the cover page, table of contents, and any other supporting exhibits. The Project Design should also include page numbers and the pagination for the project design should be included in the project design’s footer using right alignment and should also contain the name of the applicant’s organization and proposed project title and the total number of pages provided (ex: Proposed Project Title Project Design Page 1 of “X”). The Project Design should be uploaded in eCivis. Details for the Project Design are included in the Application and Project Design Template.
  • Budget Template: Applicant must complete the Budget Template provided in support of the proposed stable housing accountability program as outlined in the Project Narrative submitted by the Applicant. The Budget Template should be uploaded in eCivis.

Application Deadlines and Awards Announcements for New Applications

  • SHAP applications must be submitted online via the eCivis portal no later than Monday, November 10, 2025, at 5:00 PM ET. A sample application, project design template and budget template have been included in the Documents and Downloads section of the SHAP webpage to be used by Applicants in planning their responses to the online application.
  • Successful applicants will receive a written notice of award, including all necessary documentation, to include but not limited to, award documents, requirements, timelines, agreement and other details.

Submission Deadline: SHAP Applications are due by 5:00 p.m. ET on Monday, November 10, 2025.

Renewal of Funds Criteria for Existing Award Recipients

Existing award recipients will receive email notification to set up a date and time for a site visit. Those recipients who are deemed fit to be recommended for recertification will be considered and final determination will be made regarding who will receive funding subject to funding availability.
  • Ability to Meet Match Requirement: The match requirement for any funds awarded will be 10% of the total grant award and the match requirement may be met using the Applicant’s own funding, other available funding or in-kind services. Applicants are expected to leverage their own or other available money or in-kind services for the benefit of the proposed stable housing accountability program. The level of availability to provide match funding will factor in an application’s overall competitiveness.
  • Existing Award Recipient Expenditures (Operational Performance): Existing awardees must have spent down all funding for the previous grant year. All spending must have adhered to the eligible reimbursable items allowed by the grant.
  • Program Compliance Performance: Existing awardees followed all the requirements of the Stable Housing Accountability Program during the entirety of the grant period as outlined in Official Code of Georgia Annotated § 8-3-301, § 8-3-310,
    and § 8-3-311.
  • Outcome Measures (Program Performance): Existing awardees have shown success in operating a Stable Housing Accountability Program based upon the following:
    • Number of individuals enrolled in stable housing accountability program
    • Number of individuals actively participating in a stable housing accountability program that have not exited or been dismissed from the program
    • Number of program participants who have successfully been connected to support services as outlined in O.C.G.A. § 8-3-311 (d) (2024)
    • Number of stable housing accountability program participants that were provided housing at Day 1 of entry into a stable housing accountability program.

Note: In future grant cycles, the number of program participants who have completed a Stable Housing Accountability Program and obtained stable housing will be considered in outcome measures prior to renewing fund request, if funding remains available.

Application Procedures for Existing Awardees

  1. Existing awardees who would like to renew grant funding for the upcoming 2026 grant period must submit a request to renew previously awarded funds via the eCivis Portal: Existing Awardee Application. If requesting additional funding for grant period, existing applicants will need to apply for funding through the new applicant process.
  2. All renewal requests must be accompanied with a Program Design that is uploaded in eCIVIS using the program design template.
  3. All renewal requests must be submitted by November 10, 2025, at 5:00pm.
  4. All requests will be reviewed.
  5. Site visit will be scheduled after renewal requests have been submitted.
  6. Final reviews will be completed, and feedback will be provided to awardee, as appropriate.
  7. Funding for 2026 will be disbursed prior to Febuary 1, 2026.

Renewal of Funds Request Deadline and Award Announcements

  • Existing awardees who would like to renew grant funding for the upcoming 2026 grant period must submit a request to renew previously awarded funds through using the eCivis portal no later Monday, November 10, 2025, at 5:00 PM ET. A sample request, project design template and budget template has been included in the Documents and Downloads section of the SHAP webpage to be used by existing awardees in planning their responses to the online application.
  • Successful applicants will receive a written notice of award, including all necessary documentation, to include but not limited to, award documents, requirements, timelines, agreement and other details.

Submission Deadline: Renewal of Funds Request are due by 5:00 p.m.ET on Monday, November 10, 2025.

The State Housing Trust Fund for the Homeless Commission is the administrator of the Stable Housing Accountability Program. This program is subject to funding availability, and the Commission reserves the right to amend the program criteria at any time.
