The Georgia Department of Community Affairs (DCA) is hosting its 2025 Community Development Block Grant (CDBG) Summit in Macon, Georgia, October 6 - 9, 2025.
Register online through Friday, September 5, 2025. Onsite registrations or payments will not be accepted.

Successfully Implementing Projects for 2025 Annual Competition Recipients
Mandatory attendance required for local government representatives directly involved with the administration of the awarded 2025 project.
Presentations will cover the fundamentals of CDBG grant administration, including understanding the award package, financial management, timely implementation, and reporting requirements. DCA staff will highlight common challenges encountered in recent funding cycles and share best practices to help communities navigate the process more effectively. The presentations will also emphasize the importance of coordination among local stakeholders to ensure timely execution and maximize project impact. In addition, the CDBG team will walk participants through the start-up site visit checklist, equipping communities with the knowledge needed to successfully launch their projects.

Federal Compliance Requirements for Potential CDBG Applicants and 2025 Annual Competition Recipients
Mandatory attendance required for local government representatives directly involved with the administration of the awarded 2025 project. Recommended attendance for local government representatives planning to apply in the 2026 cycle.
This essential training will demystify the federal compliance requirements tied to applying for and administering a Community Development Block Grant award. Many local government staff are unfamiliar with these requirements, which can lead to delays or compliance issues during project implementation. DCA staff will provide a clear overview of key compliance elements, present them in a general chronological order, and explain their purpose and significance. Topics will include: Complying with the Build America, Buy America Act, Federal Procurement Requirements, Section 3 of the Housing and Urban Development Act, Federal Labor Standards, National Environmental Policy Act, Historic Preservation, Uniform Relocation Assistance and Real Property Acquisition Act, and Citizen Participation Requirements.

Application Development for Potential CDBG Applicants
Recommended attendance for local government representatives planning to apply in the 2026 cycle.
The Community Development Block Grant Program provides funding for local community development activities, including affordable housing, infrastructure improvements, and other public facilities, with the primary goal of benefiting low- to moderate-income persons. Presentations will offer an overview of the State’s Method of Distribution (MOD) for CDBG funds, eligible activities, and how to meet a National Objective. In-depth guidance on developing applications for the CDBG Annual Competition, the Employment Incentive Program (EIP), the Redevelopment Fund (RDF), and the Immediate Threat and Danger (ITAD) Program will be provided. By the end of the training, attendees will be well-equipped to demonstrate compliance, craft effective narratives, and document needs that impact the health and safety of low- to moderate-income communities.

Housing Application Development for Potential CDBG Applicants

Presentations provide in-depth guidance on developing competitive applications for the Annual Competition, with a focus on Neighborhood Revitalization projects. Attendees will learn how to align their project scope with program goals, strengthen application narratives, and meet key documentation and eligibility requirements. Additionally, an overview of the Revitalization Area Strategy (RAS) Program, including eligibility criteria, the benefits of RAS designation, and how it can enhance a CDBG application is included. Guidance will be provided on developing a strong strategy to target distressed areas and leverage additional funding opportunities.
