 es navigate the process more effectively. The presentations will also emph
 asize the importance of coordination among local stakeholders to ensure ti
 mely execution and maximize project impact. In addition\, the CDBG team wi
 ll walk participants through the start-up site visit checklist\, equipping
  communities with the knowledge needed to successfully launch their projec

 on \n\nFederal Compliance Requirements for Potential CDBG Applicants and 
 2025 Annual Competition Recipients \n\nMandatory attendance required for 
 local government representatives directly involved with the administration
  of the awarded 2025 project. Recommended attendance for local government 
 representatives planning to apply in the 2026 cycle. \n\nThis essential t
 raining will demystify the federal compliance requirements tied to applyin
 g for and administering a Community Development Block Grant award. Many lo
 cal government staff are unfamiliar with these requirements\, which can le
 ad to delays or compliance issues during project implementation. DCA staff
  will provide a clear overview of key compliance elements\, present them i
 n a general chronological order\, and explain their purpose and significan
 ce. Topics will include: Complying with the Build America\, Buy America Ac
 t\, Federal Procurement Requirements\, Section 3 of the Housing and Urban 
 Development Act\, Federal Labor Standards\, National Environmental Policy 
 Act\, Historic Preservation\, Uniform Relocation Assistance and Real Prope
 rty Acquisition Act\, and Citizen Participation Requirements.  \n\nWedne
 sday\, October 8\, 2025 \n\n9:00 am – 4:00 pm General Session \n\nAppl
 ication Development for Potential CDBG Applicants \n\nRecommended attenda
 nce for local government representatives planning to apply in the 2026 cyc
 le. \n\nThe Community Development Block Grant Program provides funding fo
 r local community development activities\, including affordable housing\, 
 infrastructure improvements\, and other public facilities\, with the prima
 ry goal of benefiting low- to moderate-income persons. Presentations will 
 offer an overview of the State’s Method of Distribution (MOD) for CDBG f
 unds\, eligible activities\, and how to meet a National Objective. In-dept
 h guidance on developing applications for the CDBG Annual Competition\, th
 e Employment Incentive Program (EIP)\, the Redevelopment Fund (RDF)\, and 
 the Immediate Threat and Danger (ITAD) Program will be provided. By the en
 d of the training\, attendees will be well-equipped to demonstrate complia
 nce\, craft effective narratives\, and document needs that impact the heal
 th and safety of low- to moderate-income communities. \n\n10:00 am – 3:

  apply in the 2026 cycle. \n\nAttendees are encouraged to visit partner t
 ables staffed by representatives from key agencies offering funding opport
 unities and specialized guidance. \n\n4:00 pm – 5:00 pm \n\nTechnical 
 Assistance Tables \n\nRecommended attendance for local government represe
 ntatives planning to apply in the 2026 cycle. \n\nJoin CDBG team members 
 for one-on-one discussions about potential projects and previously denied 
 applications. Tables will be organized by project type: Housing & Multi-Ac
 tivity\, Water & Sewer\, and Streets & Drainage/Multi-Infrastructure/Build
 ings. This is a valuable opportunity to receive tailored guidance and stre
 ngthen your upcoming application. \n\nThursday\, October 9\, 2025 \n\nHo
 using Application Development for Potential CDBG Applicants \n\nRecommend
 ed attendance for local government representatives planning to apply in th
 e 2026 cycle. \n\n9:00 am – 12:00 pm General Session \n\nPresentations
  provide in-depth guidance on developing competitive applications for the 
 Annual Competition\, with a focus on Neighborhood Revitalization projects.
  Attendees will learn how to align their project scope with program goals\
 , strengthen application narratives\, and meet key documentation and eligi
 bility requirements. Additionally\, an overview of the Revitalization Area
  Strategy (RAS) Program\, including eligibility criteria\, the benefits of
  RAS designation\, and how it can enhance a CDBG application is included. 
 Guidance will be provided on developing a strong strategy to target distre
 ssed areas and leverage additional funding opportunities. \n\n**Please no
