On or about September 23, 2026, DCA will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Single-Family Reconstruction under the Georgia Homeowner Rehabilitation and Reconstruction Program (HRRP), Community Development Block Grant - Disaster Recovery (CDBG-DR) (January 2023 Tornadoes) funds under Disaster Relief Supplemental Appropriations Act, 2023 (Pub. L. 117–328, Division N, Title X), December 29, 2022, as amended, and as authorized by related laws and policies to undertake a project known as 141 Oakmont Dr., for the purpose of utilizing approximately $52,114.99 for the rehabilitation of a single-family home at 141 Oakmont Dr, LaGrange, GA 30240.

The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at Georgia Department of Community Affairs, 60 Executive Park South NE, Atlanta, GA 30329 and may be examined or copied weekdays 8:00 a.m. to 3:30 p.m.

Public Comments

Any individual, group, or agency may submit written comments on the ERR to DCA. Comments may also be submitted via email at [email protected]. All comments received by September 22, 2026 will be considered by DCA prior to authorizing submission of a request for release of funds. 

Environmental Certification

DCA certifies to HUD that Kathleen Tremblay in her capacity as Georgia DCA CDBG – Disaster Recovery Program Director/Certifying Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows DCA to use CDBG-DR program funds.

Objection to Release Funds

HUD will accept objections to its release of fund and DCA’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of GA DCA; (b) GA DCA has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at the Atlanta Field Office MLK Jr. Federal Building, 77 Forsyth St. SW, Atlanta GA, 30303. Potential objectors should contact HUD to verify the actual last day of the objection period.
