DCA, CSH Launch Request for Applications for 2026–2027 Georgia Supportive Housing Institute

The Georgia Department of Community Affairs (DCA) and Corporation for Supportive Housing (CSH) today announced that applications are open for the 2026–2027 Georgia Supportive Housing Institute, a statewide initiative designed to help communities develop high-quality supportive housing for Georgians experiencing homelessness, housing instability, and complex service needs. 

Now entering its third year, the Georgia Supportive Housing Institute provides intensive training and technical assistance to multidisciplinary teams seeking to create supportive housing developments that combine affordable housing with coordinated services. DCA and CSH encourage applications from rural communities and areas outside Georgia's major metropolitan regions. Communities with growing housing needs seeking effective long-term strategies to address homelessness, improve housing instability, and strengthen local support systems are also encouraged to apply.

Funded by DCA and facilitated by CSH, the Institute brings together developers, service providers, property managers, healthcare partners, housing authorities, and community organizations to learn the fundamentals of supportive housing development, from project design and financing to operations and service delivery. Each participating team leaves the Institute with a customized development plan and stronger partnerships to advance their vision. 

The program has already demonstrated significant impact. Projects developed through the 2025–2026 Institute are projected to create 815 housing units statewide, including 279 supportive housing units, with developments planned across metro Atlanta, Northeast Georgia, and Central Georgia.  

At a time when communities are facing increased pressure to respond to homelessness and housing instability, the Institute equips local partners with the tools needed to develop sustainable housing solutions.  

"As communities across Georgia grapple with rising housing challenges and growing concerns about homelessness, supportive housing offers a proven path forward," said Deirdre Bolden, Director, CSH Southeast. "The Institute helps local teams build the partnerships, expertise, and development strategies needed to create housing solutions that improve stability for residents while strengthening outcomes for entire communities." 

Participants from previous cohorts report that the Institute strengthened their projects, expanded their understanding of supportive housing development, and accelerated their readiness for public and private investment. Scott Walker, President and CEO of 3Keys, Inc., described the Institute as "a transformative experience" that helped his team advance its supportive housing initiative and become better positioned for implementation and funding opportunities.  

The Georgia Supportive Housing Institute builds on CSH's nationally recognized model, which has helped supportive housing projects move from planning to operation for more than two decades. Approximately 80 percent of Supportive Housing Institute graduates nationwide successfully advance their projects into operation.  

Who Should Apply 

The Institute welcomes applications from teams that may include: 

  • Affordable housing developers and owners 
  • Property managers 
  • Behavioral health and healthcare providers 
  • Homeless service organizations 
  • Housing authorities 
  • Community development organizations 
  • Local government and community partners 

Applications from teams representing rural communities, small cities, and underserved regions of Georgia are strongly encouraged.
