State Housing Trust Fund for the Homeless Commission: Special Voucher Assistance Fund Notice of Funding Availability

On May 1, 2026, the Department of Community Affairs (DCA) and the State Housing Trust Fund for the Homeless Commission (SHTF) issued this Notice of Funding Availability (NOFA) to announce the Special Voucher Assistance Fund. Funding will be made available to assist Georgia voucher-administering housing authorities in providing financial assistance to eligible special purpose voucher holders. The purpose of this NOFA is to outline available financial assistance, in the form of grants, to support eligible expenses associated with securing housing and executing Housing Assistance Payments (HAP) contracts for special purpose voucher holders.

Available Funds 

Eligible Georgia voucher-administering housing authorities may be granted up to $500,000 per application cycle. All awards are subject to funding availability. Award amounts may be increased for housing authorities that demonstrate an operational Family Self-Sufficiency (FSS) program serving special purpose voucher holders, including active financial counseling, operational escrow saving accounts, and a functioning voucher to homeownership pipeline. Eligible applicants meeting these criteria may receive up to an additional $250,000. 

Eligible Populations 

Funding is available for the following special purpose voucher holders:  

  • Stability Voucher 
  • Mainstream Voucher 
  • Veteran Affairs Supportive Housing (VASH) Voucher 
  • Foster Youth to Independence Voucher 
  • Family Unification Voucher  
  • Other special vouchers created and funded through the U.S. Department of Housing and Urban Development

Application Process 

All applications must be submitted through the appropriate form. Please review the full NOFA for detailed application requirements and evaluation priorities. All narrative documentation and attachments must be uploaded through the submission form.
