Notice of Funding Opportunity for Housing Navigation

On February 27, 2026, the Department of Community Affairs (DCA) and the Georgia Housing Finance Authority (GHFA) issued this Notice of Funding Opportunity (NOFO) to announce the availability of a cost reimbursement grant for the use of housing navigation through the federal HOME-ARP Program. HOME-ARP funds may be used to provide a broad range of supportive services to qualifying households including housing navigation.

Available Funds 

DCA anticipates awarding grants totaling up to $4.5 million to be expended through 2030, depending on application quality and the amount requested. DCA reserves the discretion to allocate and award additional funding from sources listed above and other available sources, as applicable and consistent with DCA’s allocation authority.  

Funding Details 

Grant Minimum: $100,000 per applicant 

Grant Maximum: $400,000 per applicant 

Grant Term: One-year contracts with the options of renewal for compliant organizations. 

All Housing Navigation Applications must: 

• Use funds to provide Housing Navigation Services that serve all four Qualifying Populations under the HOME-ARP program without preference to any specific population. 
• Enter into a written agreement with DCA outlining program compliance requirements, record keeping standards, and payment processes. Services to be provided must be clearly defined in the agreement. 
• Demonstrate capacity to implement a new housing navigation project and maintain at least 1.0 full-time equivalent staff dedicated to the project.
