DCA Makes Preliminary Commitments for Place-Based Vouchers throughout the State

In Fall 2024, the Department of Community Affairs (DCA) reviewed application responses from property owners seeking to participate in the Housing Choice Voucher’s Place-Based Voucher (PBV) program. In a demanding rental market, the PBV program guarantees there are affordable rental options for those who also qualify for the Housing Choice Voucher program. 

DCA made preliminary commitments to 64 properties for more than 1800 units. Selections were made according to HUD guidelines and, in some cases, additional competitive criteria established by DCA. Many of the selected properties also participate in DCA’s Housing Tax Credit (HTC) program, and some will only be formally awarded if they receive a tax credit award in future rounds. Properties that did not receive an award were not eligible or did not meet minimum competitive requirements. 

Before preliminary commitments are converted to final awards, each property must meet additional due diligence standards, including subsidy layering and environmental reviews, waitlist management, and tenant eligibility requirements. When properties have met these requirements, DCA will provide public announcements for information on how to join each property’s waitlist.
