Georgia Rehoused: Notice of Acceptance of Pre-Applications

DCA’s State Housing Trust Fund for the Homeless Commission today launched Georgia Rehoused, a new, streamlined process for communities to apply for funding opportunities by demonstrating how their proposals will reduce unsheltered homelessness. Georgia Rehoused will use a single pre-application to determine eligibility for various available funding. DCA intends to distribute available state and federal funding through Georgia Rehoused in three award cycles.  

The pre-application process will enable DCA to support and advise communities on their compliance with basic eligibility requirements and their readiness to proceed with a final application.  The Georgia Rehoused pre-application process also helps DCA gauge need and determine timing and award limitations for finite funding.  

Pre-applicants will receive a recommendation from DCA staff either to make a full application or to do additional work to meet basic eligibility requirements.  After projects receive a pre-application determination, communities will be able to apply in a competitive funding round. 

Funding Priorities, Sources, and Availability: 

  • Permanent housing opportunities 

  • State Housing Trust Fund for the Homeless Reserve: up to $5 million  

  • HOME-American Rescue Plan (focus on manufactured housing units, federal requirements will apply): up to $4 million  

  • Non-congregate shelter or transitional housing opportunities   

  • AFY26 State Housing Trust Fund for the Homeless Appropriation: up to $35 million 

  • Homeless services, to include two-year shelter operations and encampment removal and relocation costs 

  • AFY26 State Housing Trust Fund for the Homeless Appropriation: up to $10 million  

 

Funding Categories:  

Applicants must agree to accept the following based on funding source: 

If willing to accept federal (HOME-ARP) funds:  

  • Must comply with all applicable federal regulations, including but not limited to:  

  • Environmental Review Requirements 

  • Federal reporting and monitoring requirements  

  • Davis Bacon requirements (if unit count is 12 or more) 

  • Federal procurement standards  

  • Must demonstrate capacity to manage federal funds and maintain compliance  

If willing to accept state (SHTF) funds:  

  • Must comply with State Housing Trust Fund (SHTF) program rules  

  • Environmental review requirements  

  • Must meet SHTF grant reporting and monitoring requirements  

If willing to accept both state and federal funds:  

  • Must meet all requirements listed above for both funding sources  
     

Pre-Application Process 

All pre-applications for the Georgia Rehoused Grant must be submitted electronically through the application portal. Applicants are responsible for ensuring that all required documentation is complete and uploaded at the time of application submission. All organizations must complete the pre-application to be eligible to apply for the full application once it is released. 

The Georgia Rehoused Pre-Application will close on Tuesday, April 7, 2026, at 5:00 p.m. 

 

First Award Cycle Timeline 

  • March 10, 2026: Georgia Rehoused Pre-applications Released  

  • March 31, 2026: Georgia Rehoused Notices of Funding and Competitive Application Released 

  • April 7, 2026, at 5:00 p.m.: Pre-application closes 

  • May 11, 2026: Competitive Application closes 

  • Week of June 6, 2026: Anticipated award notifications to Commission 

  • June 23, 2026: Commission award approval  

 

Applicants must meet the following eligibility requirements for this pre-application:  

  1. Collaborative Partnerships: Applicants must be collaborative partnerships representing local community interest and decisions  

  2. Unsheltered Homeless Impact: Applicant must be able to show how these funds will provide a reduction in the unsheltered population in their community   

  3. HMIS: Applicant must show that they are registered in HMIS
