Atlanta, GA. (December 19, 2025) – Today, the Georgia Department of Community Affairs (DCA) announced that it has allocated $103 million to the Homeowner Rehabilitation and Reconstruction Program (HRRP). This program offers assistance through for eligible homeowners impacted by Hurricane Idalia, Tropical Storm Debby, and Hurricane Helene across 2023 and 2024. Since its launch in July 2025, over 3,000 surveys have been completed, and more than 1,130 full applications have been submitted. Homeowners in eligible counties are encouraged to apply.

The Homeowner Rehabilitation and Reconstruction Program is funded by the U.S. Department of Housing and Urban Development (HUD) through Community Development Block Grant–Disaster Recovery (CDBG-DR) funds. The program is designed to help restore storm-damaged homes through rehabilitation, reconstruction, replacement, and elevation of both traditionally built housing and manufactured homes.

How to Begin

Homeowners must complete the HRRP pre-application survey to determine potential eligibility.

The HRRP survey is available:

  • Online: georgiahrrp.com (smartphone, tablet, or computer)
  • By phone: 678-233-2590, Monday through Friday, 8 a.m. to 5 p.m. 

All impacted homeowners are encouraged to complete the survey, even if repairs are already completed or they are unsure of eligibility. Homeowners who previously completed a HRRP survey do not need to submit another one. Once applicants have completed the review process, DCA will determine the award amount for the homeowner.

Program Eligibility

To qualify for assistance, homeowners must:

  • Have owned and occupied the damaged home at the time of the disaster and maintain ownership through final inspection
  • Have used the damaged home as their primary residence during the disaster
  • Reside in one of the HUD-recognized disaster-declared counties
  • Have a home type eligible for assistance (single-family homes, owner-occupied duplexes, mobile homes, and condominiums)

Applicants who meet program phasing criteria will be invited to submit a full application.
