Submit an OPM Project Concept Change (PCC) Request?
Effective December 15, 2025, all DCA properties that have been placed-in-service and issued their final 8609 clearance, must submit Project Concept Change (PCC) requests to the Office of Portfolio Management (OPM), Special Projects Team through the Emphasys Certification Portal. Use the "Change Requests” feature in the Emphasys Certification Portal
The "Change Requests” feature is available to submit requests for approval of any changes made to the original commitment described within the funding application, in accordance with the applicable QAP requirements, and/or LURC and LURA commitments.
Inside the "Change Request" feature, the request types listed below may be selected and all documents, including the request form and supporting documents, must be uploaded.
Change request types/samples:
- OPM_PCC – Fee simple sale
- OPM_PCC – Transfer of GP/Managing member interest
- OPM_PCC – Exit of existing GP or Managing Member
- OPM_PCC – LURC or LURA amendment (PBRA units, Amenity change, Unit Designation Change)
- OPM_PCC – LURC or LURA Termination or Amendment due to Qualified Contract, or Foreclosure
- OPM_PCC – Utility Allowance (UA) methodology change request
- OPM_PCC – Utility payment responsibility change request
- OPM_PCC – Request for change of original application commitment or commitment in LURC/LURA
- OPM_PCC – Request for change (other)
- OPM_PCC - LURC or LURA amendment (Resyndication)
