Family Self Sufficiency Program (FSS)

DCA's Family Self Sufficiency program provides Housing Choice Voucher families who are unemployed or underemployed with opportunities for education, job training, counseling and other supportive services to obtain employment that will allow them to achieve independence and economic self sufficiency.

Two key features of the FSS program are the Individual Training and Service Plan and the establishment of an escrow account to hold funds on the family's behalf. The amount credited to the account is based on increases in earned income and families are eligible to receive escrow funds when they fulfill specific conditions outlined in their Contract of Participation. A coordinator in each regional office works with families to identify specific support services, goals, timetables and activities the family will perform for successful completion of their contract.

Measurements achieved through the FSS program are the result of ongoing partnerships between DCA and private and public service agencies. Coordination of services guarantees that families are exposed to a full array of benefits without unnecessary duplication.

The FSS program operates in a limited number of areas.

Homeownership Voucher Program

The Housing Choice Voucher homeownership program is designed to expand homeownership opportunities to eligible families by allowing assistance payments to be counted as income when a family is applying for a mortgage loan from a participating lender.   

Project Based Voucher Program

The Project Based voucher program enables DCA to provide assistance to eligible families, including the elderly and persons with disabilities, who use a voucher that is attached to an affordable safe decent rental unit.

Veterans Affairs Supportive Housing (VASH)

The VASH program is an inter-agency collaborative effort that helps eligible homeless military veterans secure a decent stable affordable place to live by combining DCA Housing Choice Voucher rental assistance with case management and clinical services provided by the Department of Veterans Affairs at its medical centers and in the community.
