1. When will DCA’s open Project Based Voucher waitlists?
Several properties with DCA Project Based Vouchers will open waitlists for those units on August 25, 2025. Each property has a different process to apply and will be open for a different duration of time.

2. How do I apply for a DCA Project Based Voucher unit?
- Identify properties with scheduled waitlist openings that you are interested in living.
- On Monday, August 25th, go to DCA’s website and use the properties’ instructions and links to their website portals to apply for the property specific PBV waitlist you are interested in living.
- If you need extra assistance to apply, please contact [email protected].
- Follow up with the property’s point of contact for any additional questions about their waitlist or about the property itself.

4. How do I as a property owner convert units on my property to project-based vouchers?
DCA follows HUD guidelines to award project-based vouchers units to properties across the state. Please review DCA’s website for notification about potential application opportunities.

5. What is the difference between a tenant based voucher and a project based voucher?
Tenant-based vouchers are provided to eligible individuals or families, allowing them to choose any rental property that accepts vouchers.
Project-based vouchers, on the other hand, are tied to specific properties. This means that the voucher is only used at designated properties that have been selected for the program.
For both programs, tenants pay only 30% of their adjusted gross income on their gross rent. Tenants provide their rent payment portion directly to the landlord, and DCA will pay the Housing Assistance payment directly to the landlord.

DCA selects Project Based Voucher properties based on various competitive processes, including the property's location, the quality of the housing, and the needs of the community. The selection process aims to ensure that the properties meet the standards required to deconcentrate poverty and provide safe, affordable housing and services to eligible individuals and families.

8. How do I know if I am eligible for a Project Based Voucher unit?
Eligibility for a Project Based Voucher unit is determined based on factors such as income, household or family size and composition, and other specific criteria set by the Department of Housing and Urban Development (HUD) and DCA. Applicants must meet these criteria to be considered for a unit.
Additionally, Project Based Voucher properties may have other criteria that households must meet in order to be considered for a unit, including additional background screenings, rental history, credit verifications, and more. Applicants must also meet the property’s specific criteria in order to be considered for a unit.

9. When are DCA Project Based Voucher property waitlists opening?
Project Based Voucher property waitlists are opening on August 25, 2025. Each waitlist has a different process for how to apply and different point of contact for the property. Please consult DCA’s list of properties for each property’s specific list.
We are making the announcement about these waitlists opening on April 1, 2025, and August 13, 2025, in order to provide notice for interested applicants to research which properties are available and prepare to apply.

11. How do I sign up for a Project Based voucher unit waitlist?
To sign up for a Project Based Voucher unit waitlist, you need to submit an application to the property directly. Utilize the list on DCA’s website to find out how to apply with a specific property.
The application process may involve providing personal information, income details, and other relevant documentation.
Once an applicant has applied for the property’s waitlist, the applicant will be required to provide additional information to the property and DCA if selected from the property’s waitlist.

12. Can I sign up for more than one property’s waitlist?
Yes, you can sign up for more than one property's waitlist. This increases your chances of being selected for a unit at one of the properties. However, we encourage you to only sign up for properties where you are actually interested in living; there is no advantage to being selected from a waitlist and approved for housing at that location, if you do not intend to reside in that property.

13. How will I know if I am selected for a Project Based Voucher from the waitlist?
If you are selected for a Project Based Voucher unit from the waitlist, you will be notified by the property management company. The notification will include details on the next steps and any additional requirements they may have to determine your eligibility.
Once the property confirms you are eligible based on their screening process, they will request that you complete a DCA eligibility application and will submit your information to DCA’s team for eligibility determination. If DCA determines that you are eligible for the program, you will be instructed to sign a lease, tenancy addendum, and DCA's Statement of Family Responsibilities. DCA will work with the property to ensure other requirements are met, and you will work with the property management company to determine your plan for moving into the property.
If DCA determines you are not eligible, you will not be able to move into the property.

14. What happens if I am selected from the waitlist for a Project Based Voucher unit?
Selection from the waitlist does not guarantee that you will be eligible for the unit. You will need to undergo further verification to ensure that you meet all eligibility criteria. If you are confirmed eligible, you will be offered the unit.

15. What happens if I am selected from the waitlist but determined ineligible for the Project Based Voucher unit?
If you are determined ineligible for the property, you may not have met the property’s applicant screening criteria. We recommend confirming with the property what their tenant screening criteria includes before you apply for the waitlist. If you do not meet a specific property’s screening criteria, you could still be eligible for a PBV unit in another property with different tenant screening criteria.
If you are determined ineligible for the PBV unit by DCA, you likely do not meet the eligibility criteria for the Housing Choice Voucher program as defined by the Department of Housing and Urban Development. In these cases, you likely would not qualify unless, in some cases, you have a change of income or household composition.

Yes, there will be other opportunities to join the Project Based Voucher waitlists in the future. DCA periodically opens waitlists for different properties, so it is important to stay informed about upcoming opportunities. At this time, DCA intends to open PBV waitlists quarterly in October, December and January.
