Notice of Funding Opportunity (NOFO) For HOME-ARP Non-Congregate Shelter

The Georgia Department of Community Affairs (DCA) and the Georgia Housing Finance Authority (GHFA) are posting the 2025 Non-Congregate Shelter (NCS) Notice of Funding Opportunity (NOFO).  

The NOFO sets forth funding opportunities to build and maintain: 

  • Non-Congregate Shelters for the Four Qualified Populations (QPs) under the Home Investment Partnership Program-American Rescue Plan (HOME-ARP); and 
  • Optional Non-Congregate Shelter Supportive Services Funding  

This funding opportunity aligns with DCA’s strategic goal to align new and existing resources to strengthen pathways along the housing continuum. Projects awarded under this NOFO will be eligible to receive: 

  1. A funding award in the form of a cost reimbursement grant for the new construction of a Non-Congregate Shelter (NCS) or acquisition and/or rehabilitation of existing structures (such as motels, nursing homes, etc.) to be converted into a Non-Congregate Shelter, and 
  2. An optional Supportive Services Funding Award in the form of a cost reimbursement grant to support housing stability for Qualifying Populations (QPs) in the Non-Congregate Shelter which must be spent by January 1, 2030.
