Subsidy Layering Review (SLR) Request Portal Requirements
Overview
The Georgia Department of Community Affairs (DCA) conducts Subsidy Layering Reviews (SLRs) for Georgia Housing Tax Credit developments that include Project-Based Vouchers (PBVs) when required by the U.S. Department of Housing and Urban Development (HUD).
Before requesting a Subsidy Layering Review (SLR), applicants should refer to HUD guidance and applicable federal compliance requirements to determine whether an SLR is required for their project. HUD's SLR requirements are outlined in HUD's Administrative Guidelines and related program notices.
An SLR is a multi-step financial review designed to ensure that developments do not receive more public subsidy than necessary. This process is governed by HUD's 2023 Administrative Guidelines and PIH Notice 2023-15.
DCA has been authorized by HUD to perform these reviews on HUD's behalf. Currently, DCA will only perform subsidy layering reviews for projects that have received Low-Income Housing Tax Credits from the Georgia Department of Community Affairs.
Submission Requirements
To initiate an SLR, applicants must submit the following:

- Financial Commitments & Support Documents
- Bond Inducement (if applicable)
- PBV/PBRA Award Letter
- HUD 2880
- Market Study
- Rent Analysis
Submission Fee
- Fee Amount: $3,000
- Payable To: Georgia Housing Finance Authority (GHFA)
