Notice of Funding Opportunity (NOFO) For Rental Housing with Service Priorities
The Department of Community Affairs (DCA) and the Georgia Housing Finance Authority (GHFA) are posting the 2025 Rental Housing with Services Priorities Notice of Funding Opportunity (NOFO) for public comment. The NOFO and appurtenant documents are posted here, and will be available for public comment for two weeks, through January 31, 2025.
This NOFO intends to allocate funding available to the Georgia Housing Finance Authority through the Georgia Department of Community Affairs (“DCA”), a legislatively created executive branch of the State Government of Georgia.
The NOFO sets forth funding opportunities to build, operate, and maintain:
- Service-Enriched, Affordable Rental Housing for the Four Qualified Populations (QPs) under the Home Investment Partnership Program-American Rescue Plan (HOME-ARP); and
- Affordable Single-Site Supportive Housing in conjunction with the National Housing Trust Fund (NHTF).
This funding opportunity aligns with DCA’s strategic goal to align new and existing resources to strengthen pathways along the housing continuum. Projects awarded under this NOFO will be eligible to receive:
- A funding award in the form of a low-interest loan, contingent upon the successful selection of a Low-Income Housing Tax Credits (LIHTC) application within a 2025 tax credit round;
- A Favorable Financing Letter of Support to be used in conjunction with the same LIHTC application within a 2025 tax credit round; and
- An allocation of Project-Based Vouchers (PBVs) through DCA’s Housing Choice Voucher (HCV) allocation authority, subject to project and applicant eligibility and voucher availability.
