Gibbs, a Hall County native, began his first term on the Hall County Board of Commissioners in January 2011. He earned a bachelor's degree in Business Administration from North Georgia College and State University, and he serves on the Hall County Soil & Water Board as well as the Hall ‘96 Olympic Venue Committee.

He and his wife, Jennifer, have one son and live in Gainesville.
