Application Submission

Application Instructions

• Application deadline: October 6, 2023 at 5 pm.
• Applicants will receive an invoice from DCA for payment of the Application Fee.
• Applicants must complete both the Emphasys Application and supporting Excel Core Application.
• Applicants must use the 2023 Submission Folder Structure and Electronic File Naming Conventions.
• Refer to the   2023 QAP , 2023 Manuals, and 2023 Q&A for all requirements.

• Documents must be submitted as one zipped file (be advised that the zipped file may take several minutes to upload).
• DCA reminds applicants to confirm applications are submitted. Applications that are not formally submitted will not be reviewed. DCA will send confirmation of receipt after an application is submitted.

DCA advises applicants to allow ample time for document uploads, application submission, and Emphasys troubleshooting. The Emphasys Application Portal will close at 5 pm on October 6, 2023. Applications in progress or otherwise not submitted by this time will not be accepted. Issues with the Emphasys platform will not excuse late submissions.
